DATE FOR WRITTEN TEST FOR RECRUITMENT OF JUNIOR ENGINEERS IN CWC ANNOUNCED BY SSC
RECRUITMENT OF JUNIOR ENGINEERS (CIVIL & MECHANICAL) IN CENTRAL WATER COMMISSION & JUNIOR ENGINEERS (ELECTRICAL) IN DEPARTMENT OF POSTS.
No.1/10/2010-P&P : Candidates who have applied for the above posts in response to Notice dated 1st January, 2011 published in The Employment News may note the following amendment in scheme of written examination, under Para 8 of the Notice :-
1. Part iii of Paper-I(Objective type) viz. General Engineering will carry 50 marks instead of 100 marks as indicated in the Notice.
2. Paper II (Conventional Type) will carry aggregate marks of 350 instead of 300 marks as indicated in the Notice.

ORDER FOR PROMOTION OF AD-II HAS BEEN ISSUED
Order for promotion of the 38 Assistant Director-II has been issued vide CWC no.- 8/1/2007-E.III(Vol.II)/218 dated 16-03-2011. Some transfers have also been ordered. Following is the link for downloading the order.

Standing Committee & Sub Committee meeting of the 29th meeting of Office Council (JCM) of Central Water Commission was held on 04-03-2011 in the chairmanship of Chief Engineer (HRM). The following is the outcome of discussion at the meeting in respect of agenda items related to Association of Junior Engineers.
1. Demand to introduce induction training course to JEs those who are selected and recruited through Staff Selection Commission (SSC).
The demand has been accepted. Newly recruited Junior Engineers will be given induction training.
2. Enhancing the financial power to JEs to meet the petty expenditure at sites/Offices.
The agenda item has been accepted for discussion in the 29th meeting of Office Council.
3. Proper ratio of Civil and Mechanical posts in J.Es cadre may be define in the recruit-ment rule.
The matter was already decided on 18th January. To define the proper ratio of the Civil & Mechanical in the Cadre of Junior Engineer in Central Water Commission a meeting was held with the office bearers of Association of Junior Engineers in the Chairmanship of Chief Engineer (HRM), Central Water Commission. The ratio of the Civil & Mechanical Junior Engineers will be 80:20.
4. Holding Timely DPC to fill all vacancies arises in Gr. “B & C” cadre.
The demand has been accepted. The chairman of the Sub-Committee (CE,HRM), has assured that action will be initiated in ad-vance to fill the existing posts as well as the anticipated vacancies of the vacancy year.

ORDER FOR MACP ISSUED
Much awaited order for awarding the MACP has been issued vide CWC no. C-30019/1/2009-Estt.VI dated 18th March 2011. As per the order 16 Junior Engineers have been awarded III MACP in the Grade Pay of Rs. 6600/-. Junior Engineers, who have completed 10,20 & 30 years of service up to January 2011 have been covered. junior Engineers who cound not be considederd due to non reciept of requisite information in the last batch have also been awarded MACP. OUTCOME OF DISCUSSION HELD IN THE MEETING OF SUBCOMMITTEE TO GO INTO THE ANOMALIES IN RESPECT OF MACP ISSUES
The subcommittee constituted by the National Anomaly Committee to go into the anomalies in respect of MACP issues met at New Delhi on 15th Inst. Com. S.K.Vyas, President, Confederation attended the meeting as a member. The following is the outcome of discussion of the points related to us at the meeting as informed by the Confederation of Central Government Employees & Workers.
The third meeting of joint committee on MACP was held today i.e 15.03.2011. This meeting was held at the specific request by the Secretary Staff Side, National Council JCM to review the decision taken in the earlier meetings in which all items had been discussed.
Item Nos. 1,3,8,9 and 29: Grant of financial up-gradation in the promotional hierarchy instead of grade pay hierarchy under MACP Scheme.
The Staff Side pressed this demand on the ground that the ACP 1999 had become a service condition in respect of all those who were in service as on 31st August 2008. The MACP Scheme being less advantageous could not be imposed upon them. They stated that to resolve this anomaly, the first 2 ACPs may be continued in the promotional hierarchy to be granted after 12 and 24 years of service from the date of induction, the third ACP on completion of 30 years service may be in the grade pay hierarchy. The official Side did not agree with this proposal. The Staff Side then pointed out that the introduction of MACP Scheme in grade pay hierarchy 10, 20, 30 years of service from the date of induction will result that certain cadres would be placed in the grade pay which are not sanctioned in the structure of the departments and therefore it can not be treated as career progression at all. The official Side wanted the particulars of those cadres which are going to face this problem, so that they could consider how to overcome such anomalies. The Staff Side agreed to provide the necessary information and departments concerned may also be asked to provide such information.
Item Nos. 2, 10 and 48: To implement the MACP Scheme w.e.f. 1-01-2006.
The Staff Side also pressed for introducing MACP Scheme with effect from 1.1.2006 so that those who did not get any benefit under old ACP could atleast get the MACP scheme benefit before their retirement during the period from 1.1.2006 to 31.8.2008. The Official Side stated that this item has been closed and concluded and cannot be allowed to be opened / reviewed. The Staff Side then stated that they would like to raise this issue in the meeting of National Anomaly Committee as the joint Committee on MACP Scheme is sub committee of the National Anomaly Committee. The Official Side stated that this may be raised as afresh item in the National Anomaly Committee.
The Staff Side also wanted that the option to choose ACP or MACP should be given to the individual employees and not the Department. The Official Side also did not agree to reopen this issue which has been concluded in the last meeting.

MACP SUB COMMITTEE MEETING
The sub committee constituted by the National Anomaly Committee to look into the issues concerning the MACP is scheduled to meet on 15th March, 2011. Com. S.K. Vyas, President, Confederation Of Central Government Employees will attend the meeting as a member of the Committee.
