SUB COMMITTE & STANDING COMMITTEE MEETINGS OF 34TH MEETING OF DEPARTMENTAL COUNCIL (JCM) OF MOWR

Sub Committee & Standing Committee meetings of the 34th Meeting of the Departmental Council of MOWR (JCM) were held on 17-06-2010 in the chairmanship of the Joint Secretary (A), MOWR. Following agenda items of the Association of Junior Engineers, Central Water Commission were discussed-

A. OLD ITEMS
1. Demand to revise the quantum of Investigation Allowance according to CPC recommendations

It was pointed out by the CWC that some informations were yet to be received from the field offices of CWC. After detailed discussion it was decided to expedite the matter and submit the case to MOWR.

2. Demand to review the compensatory allowances paid to the employees posted in Joint Project office and engaged in Sapt Kosi Sun Kosi Investigation works in Nepal.

The allowances to the Staff of the CWC has been approved by the MEA at par with the staff of JP Koirala Institute and the same has already been implemented. Staff side thanked for the same.

3. Abolition of Junior Engineers posts in Central Water Commission adversely affecting the field setup.

It was reported that request to fill up the 58 posts has been forwarded to the Staff Selection Commission. For 86 posts, request is yet to be forwarded. It was assured that the same will be sent at an early date. For 180 posts proposal for revival will be submitted to MOWR.

4. Demand to implement ACP to erstwhile Design Assistants Cadre.

It was reported that some CRs were submitted to UPSC regarding promotion from AD-II/SDE to AD/AEE. All the CRs are now with CWC. It was assured that the ACP will be given within three months.

5. Demand to provide medical attendance Scheme for the GOI officials posted at Joint Project Office Sapt Kosi Sun Kosi Investigation, Nepal.

It was reported that the case is pending in the Ministry of Health. After detailed discussion it was decided that the clarification will be asked from the MEA.

6. Demand to fill up the promotional posts of Junior Time Scale in Central Water Commission for 2008-09 & 2009-10.

It was reported that due to latest DOP&T orders the below bench mark remarks in the CRs are to be communicated to the person concerned. Hence all the CRs have been returned to CWC. It was assured by the CWC that the process will be completed within two months and the case will be resubmitted to MOWR.

7. Demand to amend the promotion hierarchy of Group ‘B’ Engineering cadre directly into Senior Time Scale like system followed in CPWD.

It was decided that to discuss the aspects of the case the meeting will be held in the MOWR in which staff side will also be invited.

8. Time frame to settle the pension payment and other retirement dues of the field staff.

Staff side was unhappy in respect of delay in the pension related payments to the retiring staffs. After detailed discussion it was decided that the name of the persons, retiring will be submitted six months in advance. Sri P. K. Mehrotra, Director (E) was nominated as Nodal Officer for Pension cases. Every month the progress of the pension cases will be monitored. Controller of Accounts MOWR assured that the action will be taken for timely payment.

9. Demand to maintain GPF account on Web Site and to take appropriate action on missing credits.

It was reported by the Controller of Accounts, MOWR that putting the GPF account on Website is not feasible. However he assured that from the year 2009-10 the Accounts slips will contain 12 months entry in the GPF Slips. This year slips will be issued by December 2010 and subsequently the slips will be issued by June every year.

B. NEW ITEMS

1. Demand to fill up the vacancies of Junior Engineers in CWC.

As the same item is exists in old items. It was decided not to club this item with old item

2. Demand to fill up the promotional posts of Junior T.ime Scale in Central Water Commission.

As the same item is exists in old items. It was decided not to club this item with old item.

3. Demand to enhance the allowance to the CWC employees serving at Bhutan/Neapl at par with the Staff serving in External Affairs Ministry.

The demand was admitted to be taken up with the MEA. Staff side was asked to submit the details.

4. Demand to review the vacancies of ST quota earmarked in Group ‘B’ Engineering cadre.

As ST commission was not agreed for de-reservation of the ST posts last time it was requested by the Staff side to delink the de-reservation from the promotion process and to go ahead to fill the vacancies meant for general & SC categories. The suggestion was accepted and it was decided to fill the posts of the AD-II/SDE lying vacant as early as possible.
