Promotion orders of the 68 Junior Engineers issued

After long waiting, promotion orders of the 68 Junior Engineers have been issued. DPC for the same was held on 20-10-2010. Copy of the order is available at the website of the Central Water Commisssion. Link to same is given below-

Leader Staff Side, Depaertmental Council (JCM), MOWR wrote a letter to Secretary Staff Side, National Council (JCM) regarding MACP.

Sub.: 2nd meeting of the MACP Committee held on 15th September, 2010.

Please refer to the circular no 19 dated 26th September, 2010 wherein the gist of discussions, made in the 2nd meeting of the MACP Committee held on 15th September, 2010, have been placed on the website of the confederation. In this connection your kind attention is invited to the point no 1, 2, 3, & 9 of the circular.

1. Item No. 1, 9 & 29, 46: The demand was to provide the Grade Pay of the next promotional post under MACP as was given in the old ACP Scheme. This has not been agreed to.

This is being vital item and is affecting adversely most of the cadres due to rejection of this demand. Most sufferers are Junior Engineers, ministerial staff of subordinate offices, survey staff, scientific staff, drilling staff, group ‘D’ staff and many more. Hence the item may please be taken up once again and all out efforts be made to achieve the same.

2. Item No.3 & 8: Option for each individual employee either to retain the old ACP scheme or to switch over to MACP. It was only agreed by the DOPT that they may consider giving option to the Department and not to the individual employee to retrain old ACP Scheme in respect of either the entire establishment of that Department or for a specific category or cadre of the employees of that Department. They also added that they may instruct the Administrative department to undertake restructuring of the cadres in consultation with the Staff Side which would secure quicker promotion.

With the provision of the option to the Department, it will create another anomaly. In the present scenario there are two groups. One, who have completed 24 years of service prior to 1-09-2008 & had been awarded with 2nd financial upgradation under ACP Scheme of 1999. Most of them have already been given 3rd financial upgradation under MACP Scheme 2009 & rests are awaiting the same within next four years or so. Other group who could not complete 24 years of service as on 31-08-2008 and have been awarded 1st or 2nd financial upgradation under MACP Scheme 2009. This group is in disadvantageous lots and suffering badly.

If the provision of option is accepted it will create three groups. One, who have already been awarded 3rd financial upgradation under MACP Scheme 2009 and second, who are awaiting the 3rd financial upgradation under the same scheme within next four years. In case of option for ACP they will be deprived of the third financial upgradation. And the third group is who could not complete 24 years of service as on 31-08-2008 and have been awarded 1st or 2nd financial upgradation under MACP Scheme 2009. Second & third group will not be able to get what their seniors are getting due to grant of 3rd financial upgradation under MACP. The purpose of the agitating and placing the agenda was to remove the gap created between the seniors & juniors due to implementation of MACP Scheme. But the situation will become worst and the number of agitators will increase in fold.

Therefore, upgradation in promotional hierarchy is the only appropriate & utmost solution of the problem.

9. Item No.11 and 47: In the Railways and some other departments, promotion continues to be given in the merged pay scales, since these have not been functionally merged. It was demanded that in such promotion increment at the rate of 3% may be granted. The Official side has agreed to consider such cases, if taken up by the respective departments.

While accepting this condition, it may please be kept in mind that promotion granted in the same grade may affect the entitlement in MACP. As per point 8 of the MACP OM dated 19-05-2009 “Promotions earned in the post carrying same grade pay in the promotional hierarchy as per Recruitment Rules shall be counted for the purpose of MACPS”. This condition is adversely affecting the individual who have been promoted on same grade pay with 3% increment. Whereas the upgradation under MACP is with grade pay and 3% increment benefit.

Therefore, you are requested to go through the matter once again for further consideration otherwise the effected employees will suffer badly.
