Letters written to the Confederation regarding MACP & revision in rates of daily allowance on tour at par with railway.

In continuation to our letter dated 29-09-2010 we have again requsted the Confederation to take up the issue of MACP with the DOP&T to consider the demand to provide three financial upgradation of the next promotional post under MACP. We also made a request to take up the revision of the rates of daily allowance on tour of the old scheme (prior to implementation of VI CPC) as the Junior Engineers in Central Water Commission used to travel to the stations where hotels are not available and they have to make their own arrangements. Hence cash reciepts for hotel stay & food are not available. Old rates of daily Allowance have become totally inadequate with the result that Junior Engineers are compelled to incur losses.

Both the letters are placed below-

1. DEMAND TO PROVIDE THREE FINANCIAL UPGRADATION OF THE NEXT PROMOTIONAL POST UNDER MACP

No. AJE/CWC/FBD/2010-11/ Dated. 06-01-2011

To

The secretary General
Confederation of Central Government Employees & Workers
Manish Nath Bhawan,
A-2/95 Rajouri Garden
New Delhi-110 027.

Sub.: Circular no. 22 dated 6-12-2010.

Comrade,

Please refer to the circular no 22 dated 6th December, 2010 of the Confederation wherein the discussions, made in the National Council meeting of the Confederation held at DGFASLI Central Labour Institute Chunabatti Road, Sion, Mumbai-400 022 on 1st December, 2010, have been intimated. In this connection your kind attention is invited to the Agenda Item No. 3 of the circular regarding the anomalies of 6th CPC. We had earlier requested vide our letter dated 29-09-2010 to the Confederation to take up the matter again and to request the DOP&T once again to consider the demand to provide for Grade Pay of the next promotional post under MACP as was given in the old ACP Scheme.
Under this difficult situation, when there is no proper hearing for justice, we have not left with any other option, but to approach & appeal to your good self, with an earnest request to take up this matter, so that the issues of discrimination’ ‘disparity’ & ‘sectional divide’ arising out due to introduction of MACPS, within the employees can be addressed at the earliest.
Therefore, you are once again requested to please take up the demand “to provide three upgradation of the next promotional post under MACP” once again for further consideration otherwise the affected employees will suffer badly for ever.

Comradely yours

2. DEMAND TO REVISE THE RATES OF THE DAILY ALLOWANCE ON TOUR

No. AJE/CWC/FBD/2010-11/ Dated. 06-01-2011

To

The secretary General
Confederation of Central Government Employees & Workers
Manish Nath Bhawan,
A-2/95 Rajouri Garden
New Delhi-110 027.

Sub.: The Agenda Item No.4. : Issues raised before the National Council JCM.

Comrade,

Please refer to the Agenda Item No.4. : Issues raised before the National Council JCM of the circular no 22 dated 6th December, 2010 of the Confederation wherein Secretary General was asked to place on the website the issues already taken up by the Staff Side with the Government in brief and seek further items from all affiliates and COCs.

In this connection your kind attention is invited to the Travelling Allowance Rules memo no. 19030/3/2008-E.IV dated 22nd January 2009 (copy enclosed) vide which an option has been provided to regulate the Rates of Daily Allowances on Tour” in accordance with the provisions of OM dated 23-09-2008 (as per 6CPC) or as per old rates of OM dated 17-04-1998 (as per V CPC). The rates of the OM dated 17-04-1998 are more than 12 years old and after that the prices have increased in many folds. Rates of Daily Allowance have become totally inadequate with the result that Govt. employees are compelled to incur losses. The restaurants providing Tea/Coffee, breakfast, meals etc have revised their rates four times what they used to charge in the year 1998 with which the rate of Daily Allowance stands related.

Taking these factors into account Government may consider and revise the Daily allowance rates at least four times of what were prescribed by the Govt. in 1998 vide their above OM dated 17.04.1998 when Govt. Servant is traveling or stays in Government/Public Sector Guest House or makes his own arrangements.

Hotels for stay and food are not available everywhere, hence the employees have to make their own arrangements. Therefore increase in the Rates of Daily Allowances on Tour as of the scheme of 1998 is very much required. In this connection a copy of the Memo no. – F(E)I/2008/AL-28/14 dated 01-12-2008 is enclosed wherein the Railway has circulated the Rates of Daily Allowances on Tour in accordance with Memo no. 23-09-2008 of Department of Expenditure (As per VI CPC). They have increased the rates of daily allowances on tour and the same are satisfactory to some extent.

Therefore, you are requested to please take up this agenda in the National Council (JCM) and pursue for revising the rates of the daily allowances on tour of OM dated 17.04.1998.

Encl. As above.

Comradely yours
